I knew this one would be close to your heart :)
I think that business drives this problem and only business can solve it. It is business that privledges schools over skills. Until this changes, it's only natural for everyone to do everything they can to get into the "right" school.
There are likely many things that both individuals and government can do to help this movement, but it's nothing compared to what business can do.
